The flag of the European Union also has 12 stars with blue behind them---it is said, according to Dr. (honorary) George Weigel, that it was designed on one of the Feasts of Mary, I can't remember which. Dr. Weigel cites, in his notes in the back of the book, "Cube and the Cathedral", one of the passages out of the book of Revelation having to do with a woman in the sky crowned with 12 stars. This, then, would explain why the European Union flag has 12 gold stars.

The official EU explanation for the flag is that the stars "symbolise (sic) the ideals of unity, solidarity, and harmony among the peoples of Europe."

I prefer Dr. Weigel's explanation over the EU's official version.
